What actually decides local rankings

Three things, roughly in order: how relevant your profile looks for what was searched, how close you are to the searcher, and how prominent your business appears across the web. You cannot move your shop. You can fix the other two, and most businesses have never seriously tried.

After that: complete hours including public holidays, a description written for humans rather than stuffed with keywords, correct service areas, and consistent name, address and phone across every directory that lists you.

Profile changes are usually reflected within days. Meaningful ranking movement typically takes six to twelve weeks, because Google needs to see the changes hold.

Can you guarantee first place?

No, and neither can anyone else honestly. Local results vary by where the searcher is standing. What we can do is fix every factor that is within your control.

Do I need a website for this?

It helps considerably, but no. A well-built profile pulls calls on its own.
